New features

• Issue #3024168 by waleedq: Added [Varbase Update Helper] and [update helper, checklist api] modules
• Issue #3024168 by Mohammed J. Razem: Stated the format for how we are going to use the [Varbase Update Helper] module and how config updates are managed.

This release adds a bunch of new functionality since the initial work on the project. There are no update hooks as to not disturb the 1 or 2 sites that initially used the module. The config can be imported on those sites manually if needed.
