Atomium 2.28 one of the biggest update since version 2.12 (see the diff: https://github.com/ec-europa/atomium/compare/7.x-2.27…7.x-2.28)

We are completely refactoring the base layers of Atomium in order to provide more flexibility.
On top of providing more flexibility, we want to stick as much as possible to the Drupal “way”.

The first beta release. Should be compatible with the previous alpha release.
