New features

Introduces a new notification system. As there was a lot of new functionality, here we're introducing it as a new major version to avoid adding risk for other users and use cases.

This is an important functionality for dependent modules such as performance budget to be able to send notifications when certain events occur, such as performance metrics outside of the acceptable tolerance range.

In this release, User can able to select the PHP $_SERVER variables in the configuration form. The selected variables will be displayed in the server details menu.

The place of the menu link has been changed in this release.

If you have subtheme based on bootstrap 4, check the new .info.yml subtheme file.
In particular, add the following
