Drupal 8 support for MTCaptcha module

• Add feature_toggle module as a dependency
• Add a FeatureStatus class to make it more like the D8 version of Feature Toggle module.

This the last 8.x release before 9.x version which is identical to 9.x-1.0-alpha1.

Therefore it is actually a 9.x version which means you cannot update to this version from 8.x-2.x version directly.
