Fix for #1001196: Mullti Lingual Block. Now, the tree structure is dependent on the i18n settings.

It takes into account:

  • "Current language and language neutral." (simple)
  • "Mixed current language (if available) or default language (if not) and language neutral." (mixed)

The other two options are not supported at this time.
