Development release for Drupal 6.

Initial release, mostly as a test / boiler plate for the group to produce additional distributions. This comes with views, cck, context, some developer and admin tools, hidden_nodes and outline designer to test what the packaging script will generate from this command.

The major change here is the fix to #1364784: Monthly Interval varies by a few days, which fundamentally changes the way in which a cron run figures out whether a new edition is to be created. Remember to run module updates!
