Fixes Localization Client bug

Development release off of the 6.x branch. Thanks to reikiman's patch for the upgrade.

A work-in-progress, but this is the current state of affairs, with regards to Scots translation of Drupal 6.x.

• #198602 by moonray. weights in hook_diff(). hook diff returns associative array. hashes in keys.

#230451: header of JS file includes $ID which cannot be expanded, gives warning:, fix for $Id CVS variable expansion.
