Added Vocabulary filtering which I forgot to put in the 1.0 release....

in response to #302892: Error on Installation, PHP 5.1 is now set as a minimum requirement to support chained object references

First release of Drupal 6 version of this module.

The code is now faster and cleaner. I added the settings "use administration theme for content editing" in the theme_setter settings so the user can decide himself if he wants to use the enforcements to themes.
All patches and/or issues have been taken in consideration and most of them are in this release.
