Fixing #367256: em dash doesn't work, now SmartyPants settings should be shown unless you have the MarkSmarty module enabled.

Changes since DRUPAL-5--1-3:

New features:

Three level defining of target forum:
1) default for all site;
2) default for a node type;
3) user's defined with creating a node.

To overwrite default settings user must have rights to administer comments
