Fixes a little array_merge problem and moves the weight a little bit as a minor bug fix.

Editing style.css to include additional black elements.

• Increased color contrast and saturation
• Made sidebars extend to the full height of the page, with some tricks
• Fixed the missing PHP declaration in block.tpl.php
• Include secondary stylesheets with drupal_add_css to avoid issues with CSS compression
• Made anonymous users names theme less ugly by moving the "not verified" inside a tooltip

This code is exactly the same as the development snapshot that has been available until now. Future development will be changing the overall strategy with regards to the relation between memcache and Drupal's own cache mechanism, so this version is being released only to be available for anyone who may be using it currently.
