Update module dependencies and fix bug with using the Userpoints taxonomy.

Some minor additions, particularly related to work with schemas:

First stable attempt

• Updating project meta name.
• Updated html conditional classes; added language attribute to html tag.
• Removed initial-scale from meta viewport; @see h5bp.com/i/824
• Declaring theme variable default values in .info file; Added additional IE-only meta tags + configurations.
• Added IE9 PS color setting; updating some descriptions.
• Moving $scripts to bottom of page – this might bite me in the ass later..
• Updating stylesheet from h5bp
• Added support for humans.txt.
• Correctly referencing the humans.txt file
