Had a typo in the main tpl from when I had renamed the module from lay_filter to lazyloader_filter for release.

Fixes the following issues:
#1212294 (permissions being reset to none)
#1238062 (default permissions have no effect)

and formally closes issue:
#1247282 (uninstallation problems)

Appologies for the quick re-tagging: I needed to update the info file to put it in the proper package.
