Beta1 release of the 2.x branch, version used by Commerce Kickstart v2

First stable relase of module with all the basic functionality ready to use on production projects.

Integration with entity module - upgraders should install entity first. Also: new currency properties to record zero value transactions, and to specify a 'reservoir' account. Partial rules integration. new notion of extensible transaction 'operations' such as 'sign' and 'delete', simplification of deletemodes in preparation for v3.1. Much improved & simplified transaction access control. transaction imports working.
