Fix permissions and other topics related

Permissions priority

• If a user is not locked
• If a OG node has checkbox "OG enabled"
• If a user has permission for "Retrieve all messages and send all alerts"
• If a user has permission to "publish comments" so can publish comments
• If a user has permissions for "send alerts by email" so can send alerts
• Permission "Retrieve all e-mails and send all alerts of comments" = Permission "Publish comments" + Permission "Send alerts of comments"
