• Use agov as default profile (skip profile selection screen)

• updated bean and entity api modules
• Update chosen library, and remove git makefile dependency
• Added defaultconfig for permissions to remove it from features
• Added a standard password policy
• Added area roles to main site sections and regions for accessibility

The dev release for the 3.x branch which add a new api for plugins, a simplified UI and file backup.

A small bugfix release for the 7.x-2.x branch. Probably the last for a while as new features and work will be going into the 3.x branch.
