D7 port thanks to minorOffense

Stable release of D7 port of CustomError. (The code is the same as the7.x-1.x-dev release of May 3rd, but a FAQ-section has been added to README.txt).

Since May3rd, there has been no unfixed bugs remain in the issue queue for the 7.x-1.x branch.

This will become a full release in about two weeks if no new bugs are reported in the meantime.

Please give this release candidate a thorough review. Report any bugs you find to the issue queue.
