Initial version

The (early) spring cleaning release aka cleanup and reorganise things

- alternate acknowledgement form (e.g. for agreements)
- user's fields can be shown in users table
- the module now checks user roles (configuration available in settings form)
- filters now are available in users table.

TEC is replaced by EntityAPI and a custom export controller - resolves #1907302
composer_manager replaces composer_autoload - resolves #1976300

Rules is now a depedency

Update module_filter module to 7.x-1.8
