Fixed an important bug in IP definition for Chamilo handshake

Welcome to 1.0! There aren't any huge changes, but we've been API stable for quite some time, so let's do it. No reason we have to wait on Feeds.

The major change is #1647802: Plugin: Entity Field Query finder. That thing is awesome. Check it out.
