Development snapshot of PHPMailer module 3.x for D7.
The 3.x branch supports PHPMailer 5.2.x.

Gone through exhaustive testing.

Removed the unneeded creation of {smart_ip_update_table} at install file.

Added a temporary working table for updating Smart IP database in order not to interrupt with production Smart IP database while updating.

Unstable version for Drupal 7

Fixed variables that need to be reset when a process is completed.
