Just includes fix for #988420: Editing broken if nplurals=1; plural=0;, which seems to be a pretty bad bug.

moving the default block css to the omega_tools module rather than in the omega theme

minor bug fixes and features.

Thanks to contributors, we have a working release of Raphaël for Drupal 7, less than 24 hours after we started the porting effort.

Please test this if you have the time. We hope to be able to make a 1.0 release right around the time Drupal 7.0 is released, so we will generally not add any new features in 1.0. It is mainly there to help all of you upgrading to new sites :)
