Tweaking some display issues, and doing my best to get rid of PHP notices being generated from this module. Also, corrected some instruction text to be correct for D7 (was still showing instructions for D6). Also, fixed permissions-- was still using D6 style permissions by mistake.

First official release of the Drupal 7.x port of Rate 6.x-1.0.

Known issues:

• The charts functionality under the "Vote results" tab is missing. Charts are removed since there is not a reliable chart module available voor D7 yet.
• An anonymous user is not getting a message when he does not have the permission to vote, and when the option "Behaviour when user has no permission to vote" is set to "Redirect to login and show message".

This module is getting some renewed love and attention to address some of the outstanding issues in the queue. Patches and tickets welcome.
