#1013914 Changed submit button placement for the benefit of non english Drupal installs.

This really should be 7.x-3.0, but I only realized that way late.

This version should be have complete feature parity with 6.x-2.1

This release hardens asynchronous script loading:

* Add inline header JS for a2a_config & script loading logic
* Replace first button JS with one call to async script loading function, to utilize of concurrent downloading with async
* Add footer call to async script loading function, in case first button HTML+JS does not output
* Reduce JS whitespace output
