Dev release for a straight port from Drupal 6 to Drupal 7.

Fixes critical bug #1322100: Access Rules in Panels not working reported by jan.s.

Development version of the drupal 7 branch.

Fixed a few code variable errors from printing on the screen. This was harmless just annoying.

• Removed t() from hook_menu (seem to always have done this wrong after D5 ;)
• Fixed the delete option for prod_monitor
• Added update hooks so that hook_prod_check_alter() is now fully functional #1033564: hook_prod_check
