Nightly development snapshot of the Commerce Flat Rate module.

This is RC1 of Deny Access for Drupal 7. The code is unchanged from ALPHA1 and has been out for half a year with no bug reports, so it looks like it's good to go.

Please test it and provide feedback (both good and bad!) in the issues queue. See #1113988-5: Deny Access for D7 for details.
