Refactored twitter widget settings, fixed an error where related account description was being used as title instead and moved settings into a seperate form.

Now other widgets defined by modules have an easy way to create and use extra custom variables.

Fixed #1346652: Table cache_performance doesn't exist
Added hook_prod_check_alter() to prepare the module for integration with prod_check and prod_monitor
