Renamed the logo file for better usability "out of the box" and removed a duplicate "skip to content" link.

Tested with CiviCRM 4.0 on Drupal 7.x.

Modified hook_file_download() to be more standard, since the original Drupal bug preventing it to work properly is now gone...
