Problem/Motivation

Each entry in wxt_library.libraries.yml is missing the licence URL. This can lead to error messages, as referred-to in #3359497: Log an error message when library definitions have a license with no URL defined.

Add the url key.

The preference has been for quite some time now that all of the issues in wxt rather than in the sub projects. Previously issues in those other projects have gone unnoticed for long periods of time.

The MR actually should be done to the repo in github rather than d.o since the process is to do the code changes in github which runs all the testing framework and then later it gets pushed into the d.o downstream when a release is ready or close to being ready.
