Moderator permissions to view all submitted contents in Need Review tab

On my site there are users who submit there content. These contents needs be reviewed by moderator and then assign to a another user type B. Now user type B after reviewing can publish the content as public.

My problem is that when a user submits its content, the that content is not available for moderator workbench in either of Need Review tab or My Drafts tabs.

What are permissions or other settings I have to make for this?
