Just a note that I *really* don't care about Webform PHP at all and you shouldn't be expecting a fix for this. I'd be happy to hand over the project to any volunteer maintainers.

I see this behaviour as feature, not a bug. Actually having the additional PHP processing executed after each pagebreak gives you more flexibility. So you can make different checks/actions after each individual page.
