Every install prints:

Non-existent permission(s) assigned to role "Content editor" (content_editor) were removed. Invalid permission(s): create terms in tags, edit terms in tags.

core/recipes/standard gives the content editor role permissions on the tags vocabulary, so the vocabulary has to exist first. The recipe applies core/recipes/tags_taxonomy after it, or not at all, so the permissions are dropped and the editor role loses them.

Steps to reproduce

  1. drush site:install ../recipes/webapi_starter
  2. Read the install output.

Proposed resolution

Apply core/recipes/tags_taxonomy before core/recipes/standard.
