Your module is unique for somebody who need forecast on his webside but in my case a relation to a fixed location, addressfield, geofield or content location is more important than the current user location. Might be nice if you split your module so there is no need to install smart_ip. Best regards for you and your module any way...

This would be possible yes. However, using Smart IP is not actually required, just installing the module is (this is due to the relatively clumsy way of installing modules in Drupal).

What I mean is that you are forced to install the Smart IP module but the module itself does not need to be used for anything unless you choose to use the Smart IP detection in the module settings.
