Currently, the lookup submits the webform. This causes a validation error if no representatives were previously selected. More critically, if representatives are selected, this results in an actual submission that is recorded as a webform response.

I have a fix in CVS that checks previous state zip values and if they have changed since showing the user the candidate options, the user is prompted to select candidates, thus preventing bad submissions.
