Email confirmation to allow safe votings without registration (Framework submodule)

Problem/Motivation

Just had the idea that a GREAT votingapi submodule could provide E-Mail confirmation / validation for non-registered user votings. That would allow (relatively) safe voting from users without registration.

Maybe a session could be created on confirmation so that other votes are possible for a certain period of time?
