Views rss with custom repeat date

Hi! Thank you for your wonderful module. Been struggling for quite a while (months) to get a rss feed to publish with repeat date at a certain time.

Site default time is set as America/New York and is correct

Got a custom date in my content type (deadline) that repeats at a certain day and time every year

Got rss custom format set as r

Problem: In the view the custom date shows 12 hours ahead, example should be 05:00:00 but shows 17:00:00

Please how would I sort a view to publish at a certain custom date?
