A Drupal 10 Compatible release without the CKEditor 5 compatibility

Note: We are still waiting on #3272732: Drupal 10 & CKEditor 5 readiness to be completed before we can add CKEditor 5 compatibility. However, they released a D10 compatible module without the CKEditor 5 support, so I felt that we could as well. We also have an open issue to address CKEditor 5 support #3307775: CKEditor 5 support. That effort can use some help if someone with CKE5 upgrade experience wants to help out.
