Exposed taxonomy filter only shows resulting nodes when set to default of <any>

I have created a page view, and have configured a filter of "Taxonomy: Term"
I have the Operator set to: Is one of
I have selected two taxonomy terms from the vocabulary (two of the fifty US states; only two of these currently have nodes associated with them)
The filter is exposed, set to Optional and Force Single.

Problem: When the view is unfiltered (drop down shows ) my two nodes are displayed. HOWEVER, when one of my terms is selected, nothing will display.
As a test, I removed the exposed filter, and used only a normal filter. If I do this, selecting (again) the two terms which are associated with nodes, NOTHING DISPLAYS.

So I feel its not really an issue with the exposed filter, but instead the view doesn't seem to be able to filter by taxonomy term properly.

Is this a bug? Have I made some obvious/dumb mistake in how I configured it?
