So if admin make taxonomy lists: Mouse, Keyboard, Monitor.
And user create their own 2 blogs, Mouse for blog 1, Keyboard for blog 2.

I want to create taxonomy list of that user.
That is
- Mouse
- Keyboard

and link to list of node from that category created by that user.
How is that?

Drupal doesn't store any association between users and vocabularies or taxonomy terms, so I'm not really sure there's a way to do what you ask.
