Currently, the Views UI gives the user the option of having the pager at the bottom or not at all. Some people might want the page at the top instead. Some people might want the pager in both places.

It's pretty trivial to implement the rendering just by altering the views-view.tpl.php file to add a second pager above the content. And then, split $pager in to two variables, $pager_top and $pager_bottom.

How to add the "Top, Bottom, or Both, or Neither" option to the Views user interface-- that I don't know how to do-- I solved it by just making a views-view--Content-Type.tpl.php file, which is a fine solution.

But adding it to the UI would be a nice feature that would save people from being forced to dive into tpl files.
