I am able to generate terms from one of my Taxonomy Vocabularies but not another.

For example if I create a Block View with the field Taxonomy: Term and then filter by Vocabulary 1 the Taxonomy List works.

If I Clone the View and switch it to Vocabulary 2, the block disappears. The Node I am testing has terms in both taxonomies.

I keep forgetting that views is a nodes based module, not taxonomy based. I ended up using this to get what I wanted:
