Hi,

I would like to be able to create a views exposed filter programmatically since the values that are going to be in the exposed filter are going to be custom and I will further process them in "hook_search_api_query_alter", Is that possible?

You should probably just ask that in the Views issue queue, the problem itself doesn't seem Search API-specific.
However, you should probably also elaborate a bit, I for one don't really understand what you are trying to do. At what point do you want to create the exposed filter?
