I created a new (simple) view :
add new view > show: taxonomy term (save&close -> list all terms)

this view is empty for anonymous (regardless permissions: none, role based), works for the other roles.

Other views are ok for anonymous (ie add new view > show content, published). So anon has rights to views and published content. Anon can see terms on content displays. I cannot find other permissions to administer that could be in the way.

I needed this term view in a different way (facet-like 10 most popular terms with node count : terms from vocabulary x, published nodes aggregated via aggregation+node relationship, sort on count, limit 10). That view was ok for all but anonymous but breaking it down it halts on the first step already : listing terms.

Need your advice, plz.

I had the same issue. Content Category fields displayed for admins not others. This turned out to be related to Organic Groups Field Permissions - when I removed those, the terms reappeared as they should.

In my case it was 'private taxonomy' who did something wrong in private_taxonomy_query_term_access_alter (query-addTag('term_access') : Views exposed filter uses 'machine_name' instead of 'vid').

Problem gone with current dev of private taxonomy (via https://drupal.org/node/2132765)
