When modifying the menu items and clicking the Menu tab option, the Context checkbox appears within a window that overlays much of the Menu item entry window. Happens to me in both Chrome and Firefox, on a small display (1366x768).

From your screenshot it appears you're using a custom theme.

Does this happen in Seven or Bartik?

Excellent question. I switched to Bartik, with the same result.
I have some minor CSS tweaks in my global.css along with the Omega subtheme files, but no other code.
Also using Google Font through @font-your-face, and Administration Menu (recent dev--although I have been having this issue for months).

This seems to be similar to #1570926: Can't create tabbed menu, format of the window obscures the input fields

To make it short: it's broken even in seven ...

Here is a fix for that issue
