Hello
I create a view and use mini pager (or full pager) for it. i add a footer and choose Global: View area and select a view. after apply i can see footer but mini pager didn't show.
I think this is a BUG.

If you're showing multiple views on the same page, and more than one of them could potentially have a pager, you must ensure they are using different pager IDs. In your case, this is the most likely culprit.

This is not a bug, and you don't have to yell about it.

I tested that and I found that only one view can use pager,
I solve my problem by set pager in footer views in "show all ..." .

how can I different pager id?

In the pager configuration you have a textfield to set the pager id.
