One may need to create several blocks having the same look and differing ONLY by the used filters.

In current version of Views this can be done only entering identical display settings for a few blocks SEVERAL TIMES. That's bad.

Separate displaying and filtering functionality.

I guess you don't really know how filters works.

Just setup the master display settings with the filters you need and change the fields as you need.
