New handler for user permissions. [#1261812]

Hi,

here is a handler for user permissions (field and filter). Its possible to filer users by their permissions.

Oh didn't saw this patch yet. This is nice stuff.

The TODO is not valid that much anymore, feel free to create a follow up :)
This feature addition should be backported to 6.x-3.x
