Exposed filter drop-down encoding text values

Creating an exposed filter drop-down of taxonomy terms causes values like "Women's Issues" to be encoded to "Women's Issues" rather than the former.

It makes sense in terms of the values being set this way but it seems like bug that the actual drop-down descriptions would be encoded. In my case Chrome doesn't handle this and just displays the later.
