Filter by user picture not working

I have a views user view setup that has "Username and Picture" fields and it was filtering by "User Active and Role" but after trying to filter out users with no picture the views returns no results. I tried both combinations with the User Picture filter and none work. This is being reproduced with 7 users which one 4 of them have user pictures and 3 don't.
