Read up on https://www.drupal.org/project/drupal/issues/2912387.

Not quite sure, what to do about it. I mean it is optional anyway, at minimum we shouldn't use it as the recommended installation way.

We could simply set the library as a requirement in the normal composer.json and remove the composer.libraries.json entirely. But then we don't really need the cdn option anymore and anyone who installs the module automatically downloads the library.
