We alter the dynamic page cache and placeholdered render cache implementations in core; during Core tests against the upstream issue these are run as part of the full core suite, but we should probably validate here that they are working after altering them, since the mechanism is different.

The core issue has not seen any significant momentum, so closing as won't fix for now until there's something that actually encourages me to go ahead with this.
