Problem/Motivation
Varbase API still installs via Vardot\Installer\ModuleInstallerFactory (install-list processing + config/permissions scan). The 10.1.x branch already switched to a Drupal core Recipe for this, see #3507413.

Proposed resolution
Port the 10.1.x approach to 9.2.x: move the module install list and permission grants into recipes/default/recipe.yml, drop config/permissions/, and simplify varbase_api.install to just run the recipe.
